Effectiveness and Efficiency of Legislative Procedures in Exceptional Circumstances

Abstract

The research examines how effectiveness is related to administrative leadership, and how efficiency is related to the management of the organization. To achieve the desired goal, and just as it can be used in the event of emergency and exceptional circumstances, to develop the treatments required by the situation, because in this case it is impossible for the administration to act according to the principle of legality, which is based on the legal rules contained in the constitution and laws in the state to maintain public order.

Layla I. Abuilkassem, Department of Law, Cihan University-Erbil, Kurdistan Region, Iraq

Layla Issa  Abulqassem is a Lecturer at the Department of Law- Faculty/College of Law and International Relations-Cihan University – Erbil. she the B.Sc. degree in[Law], the M.Sc. degree in Public international law. Her research interests are in: Public international law, International humanitarian law, human rights, development issues, women's issues.

Sameer ‎ S. Hamdi, Department of Public Administration, Cihan University-Erbil, Kurdistan Region, Iraq

Sameer Salah Eldin Hamdi is a Lecturer at the Department of Public Administration- College\ of Administrative and Financial sciences-Cihan University – Erbil. she the B.Sc. degree in[business management], the M.Sc. degree in [business management]. Ph.D. degree in Administrative leadership. His research  interests are in: Administrative leadership, Human resource management,  Crisis management.
